here's how it all unfolded. at 6:40 this morning, a white jeep liberty was stolen from the driveway of graciella quintero -- with her baby, gabriella inside. quintero says, she stepped away from her car momentarily -- and when she returned, it was gone. at 11:22 a-m officers found the stolen jeep at an apartment complex near the seven trees community center. with the baby still in the backseat. the baby appeared to be in good health but was taken to a hospital as a precaution. a short time later-- at 12:30 this afternoon-- the baby and her mother, were reunited at the hospital. happening right now-- thousands of people marching to and rallying in front of san francisco's city hall.

will get 20 minutes that it is possibly unconstitutional. and the people that will rule against proposition 8 on the obama administration. and new tonight at 8:00 p.m. a big announcement from port you are looking at helicopter video from our partnership with abc 7 news. the the opponents of prop 8, which will be the attorneys the original challenge, will get 20 -minutes to argue reserved for the u-s solicitor general. who will argue against prop 8. on the behalf of the obama a big announcement from bart. bart will be partially closing the transbay tube it is part of the ongoing work to make the light rail system more earthquake safe. kron 4's charles clifford spoke with bart officials. mean for commuters. >> reporter: starting tuesday evening, bart will begin ramping up it's

efforts to improve the seismic safety of the transbay tube. they've been working on the systems around the tube since 2005, but now they need to move inside the tube itself. >> so, from 10pm to about 4am every tuesday, wednesday and thursday evening for the next 14 months, bart will be limiting train travel through the tube to just one track. that means that evening riders are going to experience a delay of somewhere between 15 and 20 minutes starting around 10pm on those three nights for the next 14 months. >> reporter: during that time work crews will move in with this specialized truck and begin installing 4 ton steel plates inside the tube. the plates are designed to make the tube stronger. and when we're done, the work that we are doing on these evenings will make that tube capable of surviving the very rare and strong earthquakes that are headed our way. the price tag for bart's entire seismic retro fit project, including the tube work, is 1.2 billion dollars. most of the funding comes from bond measure aa, which was approved by voters in 2004 in san francisco, charles

clifford kron 4 news. nats of ribbon cutting. cheering >> pam: the notorious stretch of highway- one near devil's slide - was the scene of a big celebration today. hundreds of people gathered to mark the opening of two tunnels. helicopter partnership with abc7 news. as kron four's terisa estacio reports. these historic accomplishments. this is one of the two tunnels, that will provide a bypass for those traveling through the area along highway 1 at devil's slide. both tunnels are nearly one mile long and at a private ceremony monday. officials and others hailed the project as monumental. >> they said we couldn't do it be we did here is one reason why so many said it couldn't be

done. this is video from a slide this past december. since this stretch of highway 1 opened many years ago, it has been riddled with problems, such as a crumbling hillside and extremely narrow passage with steep cliffs along the pacific. >> all should be lauded. >> reporter: the tunnels are named after the late former us representative tom lantos. who helped secure 50 million dollars. his widow and daughter were in attendance. the total sum for the project was 439 million dollars. the stretch connects pacifica to montara. and for the tunnel system after years of dealing with closures isolating the towns. >> we are happy, but it is bittersweet. terisa estacio, kron 4 news. >> jacqueline: we could see some changes. this wider view of the satellite

are coming from many fronts. in newtown, connecticut, where that school massacre took place.some families are complaining they've received nra robo calls like this one posted on the huffington post website. >> ".you're state senator, art linares, will play a key role in determining whether the connecticut general assembly will pass legislation restricting your gun rights." >> reporter: and president obama is weighing in too. using his weekly radio address to push a ban on assault weapons, a limit on the size of ammunition magazines, and stepped up background checks. >> "they're supported by a majority of the american people. and i urge the senate and the house to give each of them a vote." >> the main reason the public is seeing so much activity right now. is that gun control measures appear to be in legislative trouble. senate majority leader harry reid has admitted, he does not have the votes for an assault weapons ban. and support for other legislation also appears shaky.

people do not like is that a two-year contract and there is a huge fee of $3000 to break-up fee. they say that this will be cheaper for customers and new plants that are easier to understand. smart phones are expensive to make. they are essentially a minicomputer and cost between $500-$700. they also offer these phones for free with a two-year contract. they will subsidize the price for you, the customer in exchange for your loyalty of two years. moving forward, they will no longer have contracts everything will be on a month-to-month basis. but the catch is that the customer will have to pay full price for the phone.

supreme court hearings on california's voter-approved ban on gay marriage. the march started in the despite the snow and freezing temperatures. outside the supreme court. they're hoping for seats to hear the historic arguments on prop 8 tomorrow. and arguments over the defense of marriage act on wednesday. they've been camped out for days. and they're not about to budge. reporter joe johns has more the court. >> "as a gay american i think its very important to be a part of history." scores of people standing in line since last thursday dealing with snow from sunday to monday all in hopes of grabbing one of 250 seats available for the general public, when the supreme court takes up same- >> "it takes dedication to be out here." also expected in the audience on wednesday as a guest of the court, jean podrasky of san francisco and her partner. podrasky is a lesbian cousin. of chief justice john roberts. in a statement, she said, quote: "i feel confident that john is wise enough to see that society is becoming more accepting of the humanity of same-sex couples and the simple truth that we deserve to be treated with dignity, respect, and equality under the law." how much roberts' personal his decision on same-sex marriage is an open question. paul smith has some insight he's an openly gay attorney

who argued one of the landmark cases involving gay rights striking down laws banning sexual relations between same sex couples. before that, he was also a clerk for justice lewis powell. >> "i think it has some impact on people to know family members and friends who are out and gay and happy and functioning in society. on the other hand its not by any means going to be a good predictor." we'll find out starting tuesday, when the court hears the challenge to proposition 8 -- california's same-sex marriage ban. that challenge is brought by california couples including jeff zarillo and paul katami.who say they have a right to marry just like heterosexual couples. and that the state's domestic partnership lawsarent good enough. >> "the term marriage is important it has global recognition no one celebrates a domestic partnershipversary. they celebrate an anniversary of marriage." on wednesday, the court will hear the challenge to the federal defense of marriage act. that was reporter joe johns. stay with kron 4 as reported new developments opposition.

(male announcer): now, here's stanley roberts who found some people behaving badly. >> plastic bags images like this would be a thing of the past. but the truth is, if you spend just a small amount of time in san francisco's know there was a ban on plastic bags because no matter where i looked, people appeared to using the banned items. in some cases the plastic bags were hanging in plain view at some of the store but in most cases people were toting them around. now i'm not talking about reusable bags that from a distance may closely resemble plastic bags. at the lucky dragon gift shop they sell these cloth like re-usuable bag for 20 cents each and they were quick to show me them. however when i asked if they carried plastic bags they said yes when i asked if i could see them i was asked why did i want to see them. typically if anyone in san francisco and many the surrounding communties goes shopping they have to either bring there own bags
